Airswift is looking for an HSE Compliance Specialist to work in a contractor position (12 months, with strong possibility of extension) in Mexico City for an oil and gas project.
This role is essential to ensuring health, safety, and environmental compliance across both onshore and offshore activities. The HSE Compliance Specialist will lead the development and implementation of surveillance programs, conduct audits and risk assessments, and liaise with regulatory agencies to maintain a safe and compliant work environment.
JOB RESPONSIBILITIES
- Develop and maintain HSE compliance programs, policies, and procedures aligned with corporate standards.
- Draft compliance reports and collaborate across disciplines to meet local oil & gas regulations.
- Maintain up-to-date compliance registers and documentation.
- Liaise with regulatory bodies (ASEA, SEMARNAT, SEMAR, SENER, CRE) during inspections and audits.
- Assess contractor competence and manage health and safety risks related to contractor activities.
- Create risk-based bridging documents to align contractor expectations with scope requirements.
- Conduct routine site assessments to ensure regulatory and internal compliance.
- Research and monitor evolving HSE legal requirements for applicability.
- Support the preparation of project risk registers and corrective action tracking.
- Assist in audit planning and execution for operational assets.
- Implement and report corrective actions from site findings and monitoring activities.
- Lead incident investigations, root cause analysis, and performance reporting.
- Ensure Management of Change (MoC) processes are followed for HSE-related changes.
- Stop unsafe operations and report immediately to site management.
- Coordinate HSE training needs analysis and implementation.
- Perform other HSE-related duties as assigned.
JOB QUALIFICATIONS
Bachelor’s degree in Science, Engineering, or related field (including Occupational Health and Safety Law).Minimum 10 years of experience in the oil and gas industry, including :5 years in permitting / compliance roles.3 years in offshore operations.TECHNICAL & NON-TECHNICAL SKILLS
Expert knowledge of local and international HSE standards for oil & gas.Strong understanding of hazard identification, risk assessment, and control strategies.Familiarity with HSE management systems (ISO 14001, 31000, 45001).Experience in occupational health, hygiene, and emergency preparedness.Proven leadership and personnel management skills.Strong interpersonal and stakeholder engagement capabilities.Excellent communication, conflict resolution, and training delivery skills.Ability to work in agile, cross-functional, and multicultural teams.LANGUAGES
