Responsibilities
- Conduct feasibility studies and write procurement reports
- Review construction plans and prepare quantity take-offs, and manage contract preparation and management
- Prepare and review detailed estimates and cost plans
- Manage estimating and cost planning activities, including owning and presenting the final cost plan
- Apply Value Management techniques at project outset and involve Turner & Townsend’s specialist Value Management team where appropriate
- Manage the procurement process, implement procurement and contracting strategies, and participate in negotiations, including pre-qualification, enquiry, analysis, bid evaluations, cost negotiations, selection and contract preparation; handle RFP revisions and evaluations
- Ensure post-contract cost variances and change control processes are managed, document design changes, and update budgets
- Ensure cost checking and valuation work is managed effectively
- Prepare and issue monthly post-contract cost reports and present to the client
- Value engineering and life cycle costing; drive value engineering and provide cost insights to support business decisions
- Negotiate and agree final accounts
- Establish and maintain professional relationships with external and internal stakeholders; interface with the client and other consultants at all project stages; report to senior leadership on current estimated cost vs. budget and advise on improvements and new strategies
- Where appropriate, lead a cost management team and ensure delivery of tasks and accountabilities
- Staff management (where appropriate) – input into recruitment, resource management and performance appraisals
- Knowledge management – capture lessons learned and share in Turner & Townsend internal database
- Financial management – monitor ongoing margins and monthly fee / resource forecasts
- Process improvement – identify and implement improvements to internal systems and processes
- Liaise with site managers, clients, contractors and subcontractors
- Prepare reports, analyses, contracts, budgets, risk assessments, and other documents
- Review and approve subcontractor proposals, manage contracts and change requests
- Review and approve payment applications and monitor invoicing in line with contracts
- Advise the Project Manager / Client of forecasted costs or overspend and propose corrective actions
- Travel to site locations when required or be willing to be based on site
- Carry out all tasks and obligations in accordance with professional standards and Turner & Townsend’s quality standards
Qualifications
8-12 years of professional experience related to Cost ManagementBachelor’s degree in Quantity Surveying, Civil Engineering, Architecture, or any relevant fieldRICS, AACE certifications / memberships are preferredFluent in English and SpanishAbility to work under pressure to meet deadlinesGood communication skills and experience explaining concepts, methodologies and deliverables to clientsStrong client management, change management, and teamwork and leadership skillsStrong Microsoft Office skills (Excel and PowerPoint), CostX; knowledge of AutoCADAdditional Information
