USMCA SR Compliance Supervisor

About the Role
We are seeking a highly skilled USMCA Compliance Sr. Supervisor to lead compliance operations at our Rx lens manufacturing facility in Mexico. This position ensures full, audit-ready compliance with the United States-Mexico-Canada Agreement (USMCA) for the production and export of multi-origin spectacle lenses.
Key Responsibilities
- Ensure lens products meet USMCA tariff shift criteria (General Note 11, Annex 401).
- Maintain traceability of all materials from receipt to export using Oracle, BOMs, and recipe records.
- Design internal control systems and perform audits across BOMs, origin validation, and customs processes.
- Manage monthly origin testing, including 3-way match reports and cost validations.
- Collect and verify supplier Certificates of Origin per U.S. (19 CFR §163) and Mexican (Ley Aduanera) regulations.
- Deliver bilingual training on USMCA, IMMEX exports, and tariff shift rules.
- Safeguard inventory segregation and embed C-TPAT principles.
- Monitor regulatory changes and lead compliance updates, supplier onboarding, and risk management.
- Validate and sign USMCA Certificates of Origin and export declarations.
- Maintain detailed, audit-ready compliance records across all responsibilities.
- Monitor procedural changes per department
- Ensure training per department is completed on a routine basis and recorded, complete new hire training
- Prepare for regulatory audit, coordinate discussions, exhibits, etc.
- Lead audit responses
Qualifications
Bachelor’s degree in international Trade, Supply Chain, Engineering, or related field.5+ years of USMCA / NAFTA compliance experience in a maquiladora or IMMEX environment.Strong knowledge of :US Harmonized Tariff Schedule & Annex 401IMMEX and SAT trade regulationsU.S. Customs regulations (19 CFR)Proficiency in Oracle or equivalent ERP system.Fluent in English and Spanish .Excellent analytical, documentation, and cross-functional collaboration skills.Preferred Skills
Experience with C-TPAT or supply chain security programs.Background in manufacturing industry.Familiarity with BOM costing systems and recipe-based production.
